All-In Cincinnati Policy Agenda
Welcome to the inaugural issue of the ‘All-In Cincinnati Policy Agenda,’ your monthly update on the progress in our policy and systemic advocacy efforts. As we launch this newsletter at the start of May, our goal is to provide our Coalition with real-time insights into the transformative work we’re undertaking across our five priority areas: health, housing, education, economic mobility, and justice. Join us on this journey to effect meaningful policy change and stay informed about how you can contribute to shaping a just and equitable society for Black women in Hamilton County.
Community Health Workers
All-In Cincinnati has launched an unprecedented model for healthcare systems through the placement of Community Health Workers (CHWs) in non-traditional settings. Led by All-In Program Manager, Tiffany George, CHWs are no longer restricted to just hospital settings but are also placed in public schools, court systems, Hamilton County Jobs and Family Services, and more.
This initiative is crucial for patients navigating the complex healthcare system, as CHWs provide essential education and connect with healthcare teams to address barriers that may hinder patient recovery and facilitate better health outcomes for Black women.
Goals
- CHW Integration: Ensure Community Health Workers (CHWs) are integrated into both traditional and non-traditional healthcare settings.
- SOP Development: Develop Standard Operating Procedures (SOPs) for CHWs in hospital settings

- All-In Cincinnati CHWs have been placed across multiple settings in collaboration with bi3.

Fostering Fair Appraisal Practices
We aim to enhance fairness in housing appraisals by advocating for policy changes that support the inclusion and advancement of Black women in the appraisal industry. This effort seeks to ensure appraisals are free from racial bias, promoting equity in property valuation.
Goals
- Licensure Reform: Advocate for modifications to Ohio’s appraisal licensure to include a mentorship component that supports Black women.
- Training Initiatives: Establish a training plan specifically targeting Black female appraisers.

- We’ve intentionally engaged with educational and real estate sectors to begin developing partnerships for this initiative.

Voter Rights and Responsibilities
In our ongoing commitment to civic engagement, we emphasize the power and responsibility of voting. This year, in partnership with the League of Women Voters, we are focusing on educating the community about the importance of informed voting, particularly down the ballot, to honor the legacy and impact of Black women in shaping our society. All-In Cincinnati aims to provide comprehensive insights into various issues without bias, ensuring voters are well-informed.
Goals
- Voter Education: Distribute an unbiased voter guide that highlights critical electoral issues.
- Debate Facilitation: Moderate debates to facilitate informed discussions among voters.

Guaranteed Basic Income (GBI)
In partnership with the City of Cincinnati, the Urban League of Greater Cincinnati, Cradle Cincinnati, and UpTogether, we enhance economic self-sufficiency and reduce poverty among Black women in Cincinnati by implementing a Guaranteed Basic Income (GBI) policy. This initiative aims to provide Black women with the financial freedom to make life-enhancing decisions.
In Cincinnati, Black women, particularly those aged 18-34, represent the highest demographic living in poverty. Providing a basic income can drastically alter their life, by allowing them greater agency over their personal and professional lives.
Goals
- Launch Pilot: GBI pilot initiative providing $500 to $1,000 monthly to assess impacts on poverty alleviation and economic stability.
- Policy Integration: Work with government and community leaders to ensure GBI policies allow recipients to maintain eligibility for other essential benefits, complementing their financial support without replacing existing aid.

- Created a policy committee to craft legislation inclusive of Council Member Reggie Harris, State Representative Dani Isaacsohn, and Congressman Greg Landsman.

Youth Advocacy Initiative
All-In Cincinnati is committed to creating enriched safe spaces for young Black women, fostering environments where they can thrive outside of home and school settings. By partnering with community leader, and All-In Cincinnati Core Team Member Iris Roley, we are collectively advocating for these enriched environments.
As the Consultant to the City Manager on the Collaborative Agreement, Iris will leverage her partnership with All-In Cincinnati, the City of Cincinnati, and many other non-profit organizations to bolster the well-being and development of Black girls in our community.
Goals
- 3 P’s Implementation: Focus on creating spaces and opportunities for our youth, that incorporate paid apprenticeships (Paying), positive enforcements of cultural identity (Pride), and identifying interpersonal skills, talents, and abilities for our young Black women (Purpose).
- Community Engagement: Collaborate with local organizations to create policies supporting the holistic growth of young Black women in safe, inclusive spaces.
Progress
- Partnered with local organizations to encourage youth advocacy.
- Participated in a comprehensive discussion at Cincinnati City Hall, mobilizing community support for effective policy change around safe third spaces.
